Allow users to configure Service Failure Notifications for Preview Environments

Users should be able to opt in/out of Service Failure Notifications for Preview Environments to avoid spammy notifications for work in progress pull requests. Ideally this would be a part of the render.yaml configuration. Something like:
disableNotifications: true

This would also be incredibly useful on my team, and not just for preview environments. It would be great to be able configure this to more than just on/off, too.

This is a pretty important feature. Right now, we've had to resort to disabling emails across our whole account to work around the spammy notifications.
