I'd like to be able to export existing services to a Blueprint spec and manage them with infrastructure as code.

You can now generate a Blueprint file based on your existing Render services.
In the Render Dashboard, select the services to include and then click
Generate Blueprint
, as shown in the screenshot.You can use the generated render.yaml file to begin managing your existing services with Infrastructure-as-Code, and/or to quickly replicate your infrastructure.

Yeah, we were just looking for this - a way to migrate from existing services in the Settings of Render to a Blueprint (Infrastructure as Code).
Even just a migration guide in the docs would be a start.
