Fix parsing of node semver version

Render does not respect the node version specified according to the documentation if the string contains SemVer syntax.
"14.16": Works
">= 14.16.0" Does not work
In other words the documentation at https://render.com/docs/node-version is currently invalid, as the examples won't work.

This is now fixed! The examples should all work as expected. You can use a range anywhere: in
.node-version
, .nvmrc
, in the env var NODE_VERSION
as well as in package.json
