In-place Postgres Version Upgrades

It would be nice to be able to upgrade Postgres version by clicking a button, going through downtime, and then coming back up on the next Postgres major version.
The docs currently describe creating a new database and restoring a backup into it: https://render.com/docs/databases#database-versions--upgrades.
