Read-only MCP support

I'd like to use the MCP but only if it is read-only.
And also ideally a way to restrict the MCP to note connect to the production database and only connect to the read replica.

100% It's good the DB part of MCP is read-only, but we would not have confidence setting AI at Render unless there were an option to restrict _all_ destructive actions. An option to restrict _all_ cost-creation actions (creating a sever, upgrading a server, etc) would be good as well.
