Subject: Workspace shows "ran out of pipeline minutes" but usage is 0

Service plan: Standard ($25/month)

Symptom: Since Apr 25 ~7:56 PM (UTC-3), all 8 auto-deploys and all

manual deploys go from "in_progress" to "failure" in ~1 second.

Render UI shows "Your workspace has run out of pipeline minutes."

Conflict: My unbilled charges CSV shows:

Pipeline Minutes (Build: Starter): 0 minutes used = $0.00

So I am NOT actually out of pipeline minutes. The block message

appears to be incorrect.

Production frontend is stale at commit ed94e0f from Apr 25 7:35 PM

while main branch is at 9ea9e35 (8 PRs ahead). Please unblock builds

or clarify which limit was hit.
