Allow pull request previews to be on free tier

I see that there is a free tier available now, and honestly most PR previews can easily fall into that tier. It would be nice if we can make it so that the PR previews are cheaper than the base application.

Pull request previews for free tier services are deployed on the free tier, but we do not allow paid services to override their preview plan to free as it is likely that these services would not be performant with the limited resources available on the free tier.

Hari Demirev: What a disappointing cop-out. I've never been able to use pull request previews for my backend because I can't justify the extra expense for something where I'm consuming basically no resources (since it sees virtually no traffic). Why not let users choose whether to use the free tier for their PR previews, and if performance is an issue they can always switch back to the default? You could even highlight it somehow when they try to switch if their current service averages over the free tier's RAM resources (since you have those metrics).
