Exclusive (not shared) static outbound IPs

Currently, static outbound IPs are shared with other users, which might lead to being blocked because of a misbehaving neighbor using the same IP.
It would be great to have dedicated static outbound IPs that can be used in a project. This would be something like Quotaguard, but built inside Render. All web services within the same project or environment could use the same outbound IP.

Provide the ability to create a unique static IP for a service.
This means if I allowlist my service's IP, I'll only allowlist my service, and no other Render services.

In our case, it would be enough to have a single static IP for all of our services. What we need is being able to tell our customers what our IP is, so they can allowlist requests coming from our servers. We have scrapers, validation servers etc., they could all use the same outbound IP.
My worries with the current offering of static outbound IPs in Render is that these IPs are shared by all Render customers. So if a customer makes abusive requests and those IPs are blocked, then all customers sharing those IPs will be negatively affected.
