Exclusive (not shared) static outbound IPs

Currently, static outbound IPs are shared with other users, which might lead to being blocked because of a misbehaving neighbor using the same IP.
It would be great to have dedicated static outbound IPs that can be used in a project. This would be something like Quotaguard, but built inside Render. All web services within the same project or environment could use the same outbound IP.

We're running an EPP client for domain registry connections (Verisign, PIR, CentralNic), and every registry requires source-IP allowlisting. Most won't accept ranges wider than a /27 or /28, and Render's shared outbound pool is much broader than that. Right now, staging deploys fail to connect because today's egress IP isn't in any allowlist.

cannot work with namecheap domain registration since they only give specific ip addresses and not CIDR range...as a workaround I use another proxy service outside of render but it cost more ...really need this feature
