Sometimes we have PRs that live for a while since we might be experimenting on stuff that requires a long time to figure out.

We'd like to have an option in the PR blueprint to ignore so that the preview environment doesn't get removed.

This would be similar to changing some setting for a live service, but at the blueprint level.
